CHILD SEXUAL ABUSE MATERIAL

NATURE OF INCIDENT:   Child Sexual Abuse Material


DEFENDANT:   Jhosua Melenciano Vasquez 
                           19 years of age
                           100 Block of West Greenwich St.  
                           Reading, Pa

CHARGES:       Child Sexual Abuse Material
                          Criminal Use of Communication Facility
                           

DETAILS OF INCIDENT: 

In November of 2024, an investigation was initiated after receiving a tip from the National Center for Missing and Exploited Children (N.C.M.E.C.), involving digital files from a “Drop Box” account of suspected Child Sexual Abuse Material (CSAM) being uploaded to and stored in the account by the user.

As part of this investigation, detectives identified the Internet Protocol (IP) address utilized to upload these files.  An administrative subpoena was served upon the internet service provider.  The IP address was determined to be linked to a location in the 100 block of West Greenwich Street in the City of Reading.  Additional administrative subpoenas were served, which linked the defendant to the accounts. 

On December 5, 2025, members of the Berks County Detectives served a search warrant at the defendant’s residence. The defendant was interviewed and admitted to possessing CSAM on his cellular telephone, which was seized along with other digital devices. 

A forensic analysis was conducted by the Berks County Forensic Services Unit on the defendant’s devices.  As a result, numerous digital images and videos of CSAM were located on the cellular telephone.

On Monday, June 22, 2026, the defendant was charged with Child Sexual Abuse Material (F-2), and Criminal Use of Communication Facility (F-3). The warrant for an arrest was issued for the defendant by Magisterial District Judge Alvin B. Robinson.


On Tuesday, June 23, 2026, the defendant surrendered to the members of the Berks County Detectives. The defendant was transported to the Central Processing Center located at the Berks County Courthouse where he is awaiting arraignment.

As in every criminal case, the fact that an arrest occurred or a criminal complaint has been filed is merely an accusation, and the defendant is presumed innocent until and unless proven guilty beyond a reasonable doubt.
